Incoming transfer: acts exactly the same as an invoice on actual usage.
Outgoing transfer: you have the option of affecting ideal or actual usage based on user settings. Sending Transfers Defaults to Affect Ideal Usage
If you would like to change that to Actual Usage:
Click on the Gear/Setup/ Option and scroll down to Transfer Options:
You will do this for each unit you are transferring from or to.
